Underwater City (part III)
Turned away from the deep sea exploration by monsters untold, Underwater Senate has decided, reluctantly, to outfit an expedition to the shores instead. Their mission is to survey the coast and report on any possible resources that could be salvaged for the purposes of the Underwater City. When these explorers finally reached the landmass of Planet Banimon (near the Tar Pits), they were surprised to see clear signs of life. And while living conditions on that side of the Planet have always been sub-standard, the Underwater City expedition expected none at all. To their isolationist home city, this discovery is about to present choices they assumed would never have to be made again, not after the total devastation of the Last War.
The Underwater City government was incredibly political – the Senate itself a web of complicated alliances and counterweights holding together by a mere thread. Clearly, they had brought their complex system of governing a planet into the ocean without bothering to scale it down. The result was a customary paralysis of the apparatus, which up to this moment was a non-factor as there were not many truly important decisions to be made. Foundations laid by the city’s Founders had proven solid beyond all expectations. Technology was sound and well maintained, population was content, resources were modest but fully exploited, and truth be told politics were now more of a pastime.
But now there is confirmed, intelligent life on the surface again. Huge decisions are looming ahead. Members of the returning expedition were all too aware of this as they pondered the best way of breaking the sensational news to their brethren.
